Weigh in on Elk Grove’s Quality of Life
The 2026 Elk Grove Community Survey is currently available online for all Elk Grove residents to complete through June 1. Since 2009, the City has conducted the National Community Survey biennially to gather valuable community feedback that helps inform priorities, services, and decision-making. Residents can access the survey on the City’s website through the end of this week.
Elk Grove 101 Alumni
The latest cohort of EG101 has concluded with 24 residents successfully completing the program. Participants demonstrated a strong commitment throughout the nine-week series, which featured sessions led by various City departments and, for the first time, the Cosumnes CSD also hosted a session. The EG101 next cohort is scheduled to begin in mid-August, with applications opening in June. Additional program information is available on the City’s website.
Learn all about e-bikes – one date remaining
As part of May is Bike Month, the City will host its final free e-bike class on Saturday, May 30, from 10 a.m. to noon at District56. The class will review e-bike types, safety, maintenance, and storage. Elk Grove residents who attend will be entered into a raffle for a free e-bike. Space is limited. Register at elkgrove.gov.
Paint the Grove Brings Live Murals to Historic Main Street
The City’s first-ever Paint the Grove mural festival will take place June 1–6 in partnership with Talking Walls. During the week, artists will create eight large-scale murals throughout Historic Main Street, culminating in public events on Saturday, June 6, including a guided mural tour and Local Artist Battle at Old Town Plaza. Applications Open for Pitch Elk Grove 2026
Applications are now being accepted for Pitch Elk Grove 2026, the City’s startup competition supporting early-stage entrepreneurs. Participants will have access to mentorship, networking opportunities and exposure leading up to a live event, where finalists will present to a panel of judges and compete for prizes. Applications are available through June 8 at elkgrove.gov/pitchelkgrove. The community is invited to attend the pitch event on September 3 at District56.
Luke Bryan Concert event a success!
More than 20,000 people came to Elk Grove on Saturday, May 16 for the sold out Luke Bryan concert at Mahon Ranch. Data shows people came from all over Northern California for the event. Despite heavy traffic at times, concert goers came away thrilled with the experience. City teams are already planning how to make future large events even more successful.

Campus Dedication Ceremony
The Police Department hosted a ceremony earlier today officially renaming the department’s campus at 8400 Laguna Palms Way the Officer Ty Lenehan Public Safety Center. A memorial plaque commemorating Officer Lenehan’s service and legacy was unveiled during the event.
Country Music Weekend
City staff and community members are preparing for Elk Grove’s largest live music event to take place this weekend at Mahon Ranch. Luke Bryan’s Farm Tour will draw an estimated 20,000 visitors for a sold-out show on Saturday. Local businesses are offering special events and promotions throughout the weekend. To kick off the festivities, the City’s Music on Main series will feature a free country music concert at Old Town Plaza on Friday night starting at 6 p.m.
Staff has worked closely with the show producer to prepare for this weekend and make sure that the concert is a safe experience for everyone. National Community Survey Update
The City launched its 2026 National Community Survey on April 27. This biannual national assessment measures resident perceptions of public safety, infrastructure, and overall quality of life.
Randomly selected Elk Grove households received invitations in the mail to participate last month. Beginning on May 18, all other residents will have the chance to complete an online survey from the City’s website.

Learn all about e-bikes
May is Bike Month and the city is offering e-bike classes to showcase the different systems and types of e-bikes available and how to shop for, maintain, store, and safely ride an e-bike. A virtual class will be held this Saturday, May 16 (11 a.m. to 12) on Zoom and a live session is scheduled on Saturday, May 30 from 10 a.m.-12 at District56. Elk Grove residents who participate will be entered into a raffle to win a free e-bike. Register online from the city’s website.
Big Trucks Roll in for Annual Event
Celebrate National Public Works Week at Big Truck Day next Wednesday, May 20 from 9 a.m. to 1 p.m. at District56. Geared to kids ages 2-6 years, the event will showcase the staff and vehicles that keep our city running. On-site activities, entertainment, and special photo spaces will offer young children a memorable and exciting day. Food will be available for purchase; all other activities are free.

The Elk Grove Aquatics Center is gearing up for their official season opener on Saturday, May 23. Recreation swim sessions, group and private swim lessons, kids camps, and daily water fitness sessions will be available all summer long. City Launches Music on Main Series
Latin, R&B, and country sounds will fill the historic district with the launch of a new Music on Main concert series on Fridays at Old Town Plaza on May 1, 8, and 15. Hosted by the City, these free concerts are open to everyone and will offer opportunities to gather, dance, and experience Main Street after dark. Each concert runs from 5-9 p.m. Details on the lineup can be found on the city’s website and social media channels. Bring your own chairs and blankets for a fun evening of music under the stars.
Spring Palooza Makes its Debut
After a long hiatus, Elk Grove will once again experience a festival over the first weekend in May. Organizers of the Elk Grove Western Festival and new partners will introduce Spring Palooza from May 1-3 at Elk Grove Park. Many of the popular features of the former festival will return including the carnival, live music, and the parade on Saturday. The City is a festival sponsor and supporting the event with in-kind services. A traffic advisory for road closures on Saturday will be released next week. Admission to the festival is free. Draft Plan Available for Community Review
The City has prepared a draft action plan for the proposed use of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program funds for the upcoming fiscal year. This plan is available for public review through May 13 at www.elkgrove.gov/cdbg and in person at Elk Grove City Hall, the Senior Center of Elk Grove, Franklin Public Library, and Elk Grove Public Library. A public hearing to consider adoption of the Action Plan is scheduled for May 13.
Park Naming Process Under Way
The City and Cosumnes CSD are working together with the community to come up with possible names for four new park sites in development. Submit your ideas by May 8. Help Fight Hunger
The Elk Grove Youth Commission will host a community food drive from May 4-15 supporting the Elk Grove Food Bank. Donations of non-perishable food items will be accepted at the following locations:

Fighting hunger is a year-round challenge and we are grateful to the Youth Commission for their work to support residents in need with this project.
Preparing for A Big Roadwork Project
Elk Grove’s climate is changing, and we’re planning for it. Tree removal work in the center medians on Laguna Blvd between Bruceville Road and Laguna Springs Drive will begin in early May. Tree removals will take place during the day and generate center lane closures. Motorists may experience some delays, but access will remain open during this work.
The trees will be replaced with drought-tolerant, climate-appropriate landscaping in the summer, following the completion of a nighttime paving project in this area. Notifications for this work is just beginning, and more information will be available online and through the city’s social media channels as we prepare to start work.
Used Oil Filter Collection Events
The City is hosting Used Oil Filter Collection events in partnership with CalRecycle and O’Reilly’s Auto Parts (8751 Elk Grove Blvd) on May 16 and June 20 from 10 a.m. to 1 p.m. Residents can bring in a used oil filter and exchange it for a new one free of cost. Paint the Grove!
Save the dates! The City’s inaugural mural festival, Paint the Grove, will debut June 1 - 6 in partnership with Talking Walls. Throughout the week, Historic Main Street will be transformed as artists create large-scale murals in real time, turning the area into an outdoor gallery. On June 6, the City will host a guided mural tour leaving from Old Town Plaza at 9 a.m.
Local artists will also go head-to-head in a live art battle on June 6 from 4-8 p.m. at Old Town Plaza. A DJ, food trucks, and local artists and arts organizations will be there. A panel of judges will select a winner and the community will have the opportunity to vote for the crowd-favorite.

Immigration Enforcement Listening Sessions
The City and local partners will offer two listening sessions on immigration enforcement to support immigrant communities and allies next Tuesday, April 14 from 3 to 5 or 6 to 8 pm at District56. Each session will address concerns, clarify enforcement roles, and share resources. Residents can submit questions to the City in advance of these meetings through the online webform found on the city’s website.
Festival Honors a Sweet Treat
The 3rd Annual "Day of La Concha -- Elk Grove Sweet Fest,” is a celebration of Mexican traditional Sweet Breads (Pan Dulce) that will be held this Sunday, April 12, from 10 a.m. to 4 p.m. at District56. Come out and enjoy a sweet Sunday experience with your friends and family at this free event hosted by Artners and sponsored by the City.
Family Fun Day
Residents are invited to Old Town Plaza on Saturday, April 18, from 12–4 p.m. for Family Fun Day. Hosted by the City’s Youth Commission, this free celebration will feature live music and fun for all ages. Come hungry - food trucks will be on-site. Elk Grove Named California’s Best Place to Live
There’s a lot to celebrate in Elk Grove! A new study from Livability ranks Elk Grove as the No. 1 best place to live in California and No. 6 in the Western U.S., citing its strong quality of life across factors like economy, housing, amenities, safety, and education. The city stood out for its extensive park system, diverse dining, and high-performing schools, along with major employers such as Apple and Kaiser Permanente supporting economic vitality. Additional recognition from Niche included top grades for outdoor activities, public schools, diversity, and weather—reinforcing Elk Grove’s reputation as a vibrant and welcoming community.
Broadband Updates
The City recently completed a comprehensive review of its municipal broadband initiative, finding that approximately 93% of Elk Grove households have access to high-speed service, with private providers continuing to expand coverage. Given the estimated $40 million cost to develop a City-funded network for remaining gaps, staff determined the investment is not fiscally prudent and recommends discontinuing City-led efforts. The City will instead continue to monitor broadband availability and support connectivity through coordination with private providers. Elk Grove’s creeks and open spaces are getting their annual springtime cleanup with the help of up to 9,000 sheep and goats. Federal Funding News
Congresswoman Matsui has secured two FY26 grant awards for the City through the annual appropriations process: $850,000 for the Laguna Creek Trail Project to close key pedestrian and trail gaps and build a new overcrossing at State Route 99 and $581,000 for the Real-Time Information Center Enhancements Project to upgrade critical technology and equipment. We thank the Congresswoman for her continued advocacy and support for local infrastructure projects.
Civic Summer Applications Now Open
Applications for this year’s Civic Summer program are now open. Civic Summer is a five-week program for incoming juniors and seniors hosted in partnership with the Elk Grove Unified School District (EGUSD). This competitive selection program offers a deep dive into public service and hands-on job experience while offering academic credit and (new this year) a $500 scholarship for participating students who complete the program. Puzzles Back in Stock
The long-awaited shipment of Elk Grove’s Dowdle commemorative puzzle has finally arrived. Special sales events and activities will be held at City Hall and local celebrations through the remainder of the year. Residents will have their first opportunity since December to purchase a puzzle during our “Lucky Day” promotion on St. Patrick’s Day, next Tuesday March 17, when they can purchase a puzzle at City Hall for $25 and receive a limited edition Elk Grove anniversary t-shirt with every purchase. Sales on Tuesday will run from 9-5 p.m. in the 8401 building. Puzzles will also be available for purchase through the cashier’s office on weekdays during normal business hours, while supplies last.

The City’s Recycling & Waste team is bringing the compost corner back to Elk Grove Park this weekend. Pick up your free compost in the parking lot at Elk Grove-Florin Road and East Stockton Boulevard during normal park hours. Supplies are limited but will be replenished weekly, weather permitting. Don’t miss this chance to give your garden a seasonal boost. Bring your own shovel and containers. The compost is hand-load only.

Community Celebrates Lunar New Year
The Community Partners Advocate of Little Saigon Sacramento will usher in the Year of the Horse at the Lunar New Year Tết Festival & Parade this weekend (February 14-15) at Elk Grove Park (9950 Elk Grove-Florin Road). Local cuisines, unique vendors and cultural performances will be a part of this celebration. The event is free to attend and will be open 11 a.m. to 8 p.m. daily. The City’s Youth Commission will present Future Forward: A College and Career Readiness Event, on Saturday, February 21, from 10:00 a.m. to 2:00 p.m. at District 56. Hosted in partnership with Sacramento Credit Union, the Elk Grove Scholarship Board, and Elk Grove Unified School District, this event is designed to empower Elk Grove youth with practical tools, guidance, and resources to support a confident and successful transition after high school. Standing Citywide Initiatives Update
Capital Southeast Connector Joint Powers Association (JPA)
Description
The Five agency Joint Powers Authority (City of Elk Grove, City of Folsom, City of Rancho Cordova, County of Sacramento, County of El Dorado) are working to develop a connector road linking Hwy 50 in El Dorado County at the future Silva Valley Interchange in El Dorado Hills with Interstate 5 at the Hood Franklin Interchange.
Update - Sheldon Area
The Grant Line Road Precise Roadway Plan Study that focused on the 2.7-mile Segment C of the Connector was presented to City Council on August 24, 2022 where Council agreed with the recommended Roundabouts versus Signals and the inclusion of an additional intersection between Sheldon Road and Calvine Road to reduce out of direction travel. Direction to initiate further analysis of the Wilton Road Intersection alternatives, and the incorporation of the preferred intersection controls into the Rural Area Community Plan of the General Plan as part of a future General Plan Update was also provided. Project WTR091, Grant Line Rd. and Wilton Road Operational Improvements is in Project Approval and Environmental Document (PA&ED) with AECOM Engineering. Dokken is concurrently working to complete the environmental assessment of Grant Line Road between Sherman Oaks Court to Aleilani Lane. This process has been delayed until Winter of 2026/2027 as the design team incorporates the updated National Cooperative Highway Research Program (NCHRP) guidelines for roundabout design.
Update - Kammerer Road Extension
The City is preparing the 65% design package for the extension of Kammerer Road from I-5 to Bruceville. Design continues to progress, and right-of-way acquisition activities have begun. The full acquisition of one of the properties has been completed and now owned by the City. An offer will be provided in the next week for a partial acquisition property.
District56
Description
The City is developing a multi-phased recreational campus on 56 acres just east of Big Horn Boulevard and south of Civic Center Drive. The site is known as District56 to honor the suggestion of "District" during the public naming process and 56 for the number of acres on the site. Individual projects are described in detail below. The Elk Grove Aquatics Center, the Center (including Senior Center and Veterans Hall), The Avenue of the Arts/Commons, Veterans Grove and the Preserve Nature Area are complete and operational. Future planned phases include a library and performing arts center. The District56 website has been launched and can be found at: http://www.district56elkgrove.com/.
Update - Library and Performing Arts
The City has finalized a plan for the future Library and Cultural Arts Center (including a Performing Arts Center). Recommendations were presented to the Council on August 22, 2018 and were well received. The cost estimate (prepared in 2018) for the facility is between $82-$113 million depending on the program size and desired amenities.
Library Relocation
Description
In 2006, the City facilitated the relocation of the Elk Grove branch to 8900 Elk Grove Boulevard. This facility, at the time, provided more space for the library and placed it at a prominent corner entering Old Town. As documented in a 2018 study, the community has outgrown this site and a new location is needed for the Elk Grove branch. In early 2021, the City acquired the former Rite Aid building at 9260 Elk Grove Boulevard. The new location needs renovations before the library could move in. The project will include a full interior renovation, parking lot improvements, new landscaping and other new amenities.
Update - New Library Site
Council awarded this project on January 8, 2025, to SC Builders. The contractor has started the second order of work which includes all the construction activities. Construction is progressing and completion is anticipated later this summer (2026).
Update - Library Reuse
Staff led interactive design workshops on April 29 at Kerr Middle School and May 5 for Elk Grove High School for Beyond Books: Reimagining 8900 Elk Grove Blvd, a City of Elk Grove initiative inviting residents to help shape the future of the historic library building after the library relocates. Using floor plans, furniture cutouts, mood boards, and inspiration images, students worked in teams through a fast-paced design thinking exercise focused on one question: how to create a welcoming space for the entire community. Their concepts emphasized flexible spaces that combine food, creative activities, gaming, and quiet study, reflecting a strong belief that community spaces should serve many different people at once. The project will continue this spring with additional student workshops, business focus group, and other public engagement efforts, including summer outreach and fall community workshops at District56, with community feedback helping inform the feasibility study and future staff recommendations for the site.
Permanent Homeless Shelter
Description
The City is developing a permanent homeless shelter to be located at the intersection of Survey Rd and E Stockton Blvd. The shelter will offer 20 beds for adults, 5 emergency beds for adults, and four family units. Shelter amenities include semi-private sleeping areas, lounge and quiet areas, dining/multipurpose space, a commercial kitchen, laundry facilities, and separate outdoor areas for adults and families. Update
Since the Council provided direction on sites on February 11, 2026, the City began acquisition investigations and entered into task orders with NJA to complete schematic design for the future shelter and Interwest to provide architectural review services. Contact has been made with the representatives of the trust that owns the site, and an appraisal is planned. A detailed project schedule is under development. A neighbor engagement meeting focused on the businesses in the immediate vicinity of the planned shelter location was held April 23.
Project Elevate: An Elevated Retail, Dining, and Entertainment Experience for Elk Grove
Description
The City owns a 20-acre property at the southeast corner of Elk Grove and Big Horn Boulevards, just north of District56. The City has evaluated future development opportunities for the site and has determined that a development project consisting of a mixed-use town center-style development that includes retail, dining, entertainment, office, a hotel, and potential residential is the preferred project at the site. The objective of the project is to elevate the level of retail, dining, entertainment, and hospitality amenities in the City, while at the same time developing the site with enhanced design elements that promote pedestrian activity and include central, public gathering spaces. For these reasons, the City refers to the project as Project Elevate.
Update
On June 25, 2025, the City Council authorized a Purchase and Sale Agreement between the City and developer CenterCal. Under the terms of the Agreement, CenterCal will purchase the property from the City for $4 million and will develop a project consistent with the City’s vision. The project will consist of a minimum of 100,00 SF of new-to-market elevated retail and dining, a four-story 100 room boutique hotel, and10,000 SF of second floor uses that could include office or retail. The project could include market-rate and affordable residential units, as well. CenterCal is currently in the process of completing pre-leasing and site planning activities and preparing an entitlement application for submission to the City.
Whitelock Interchange
Description
The Project will construct a new interchange connecting Whitelock Parkway to State Route 99 (SR-99) between the Elk Grove Boulevard and Grant Line Road interchanges. The Project also includes consideration of auxiliary lanes of SR-99 to improve traffic operations. In addition, the Project will provide a new bicycle and pedestrian connection to Elk Grove Regional Park. The Project also includes improvements to the local roadway network associated with the Lotz Parkway and Promenade Parkway Project (WTR096) to support access and circulation in the surrounding area.
Update
The Project is currently in the environmental phase. Work is progressing to define project impacts for the environmental studies. The City is actively coordinating with Caltrans regarding obtaining a Vehicle Miles Traveled (VMT) Exemption which would exclude the Project from being required to pay VMT Mitigation fees.
